The world of Naruto is a throwback to ancient cultures where it was not uncommon for children to begin apprenticeships at very young ages, even including as warriors/soldiers. Judging them by modern standards is a useless exercise as most modern people can't even begin to be able to comprehend the sort of grind that was necessary to live in the past. Child Labor laws are a relatively recent invention, and not necessarily one for the better. I think there were certain positive aspects that were disregarded, and we ended up with a "tossing the baby out with the bathwater" situation. I'm not saying that the intention behind Child Labor laws was wrong, but perhaps it could have been applied with more wisdom and discernment. There is a place for learning useful skills from a very young age and having the time to perfect an ability.

Child soldiers were more or less a necessity during the Ninja wars, because of the high mortality rate and low life expectancy. Was it wrong? Yes. Was it worse than the Reanimation Jutsu? No.

The first are jutsus that are abnormally dangerous to the user or has the potential to get out of control and become dangerous even to unintended targets. The second category are jutsus that involve ethically heinous actions or requirements. Naruto's Shadow Clone jutsu is forbidden because if someone doesn't have a high level of Chakra they could die using it from Chakra exhaustion. The Resurrection Jutsu used by Orochimaru is ethically heinous because it disturbs the dead AND because living humans are sacrificed to make it work.
