1.Tony had 2 problems ... one is Ralphy the other Jackie He was pushing Ralph to take all the responsibility & blame because if Ralph eliminates Jacky then one of Tonys problem goes ... but if Ralph gives him a pass then Chris Furio & Albert will have a beef with him (Ralph) and if Tony ever wants to get rid of him itd be much easier to do when a lot of ppl disliked Ralph 2.The scene at the end with Patsy driving away after shopping is because Chase wanted to show the "regularness of life" (Chrissies saying lol) ... that these guys can one minute threaten someone with a gun and the next do their groceries shopping at your local supermarket

The way I interpreted the Tony/Ralph conversation is that they were both fighting a mental chess game to force the decision onto the other. As you said they both had a strong emotional connection to the family and didn't want to shoulder the burden of doing what had to be done. Tony starts the "fight" pushing the button on Ralph's ego by clarifying that it was his card game they shot up. "Kid disrespected you." A good move considering how ego, masculinity and respect is a big thing in their world. Ralph then pushes back saying he wants to give Jackie a pass - leaving it in Tony's hand. For added effect, he tells Tony that he knows how this will be perceived from the others if nothing is done but stands firm on his decision that he wants to give Jackie a pass. Tony then crashes the hammer down hard on Ralph by bringing up his rank as capo. Basically saying.. "you do what you gotta do as capo, I'm leaving it all to you and will respect YOUR decision as capo. You wanted to be capo right? This is one of those difficult duties." Brutal. Remember Tony hates Ralph and didn't want him to be capo in the first place. Now he's throwing that in his face. But he doesn't stop there. He brings up again how this incident will be perceived from the others. Basically saying "you better do something, or you'll lose respect from the others letting an outsider disrespect your card game and getting away with it." He goes even harder. "The one thing you can't do.. is blame yourself. You took him under your wing. You schooled him as best you could. Didn't you?" Pushing ALL the blame onto you masked by a consoling statement. Tony is one manipulative politics playing mf 😂 Finishes off by giving Ralph the gun he took off Jackie, which we know he got from Ralph. That was the finishing blow. Basically saying "this is all your fault. You influenced him to get into all this trouble, despite me wanting him to keep out of it. Live with the consequences." Ralph's face at the end of the conversation and at the end of the scene when he walks out is a face of defeat. Tony won that game of "pushing blame and the difficult decision." Its weird seeing Ralph so affected by it, cos we know him as an unaffected crazy asshole. Him shedding tears when hugging Rosalie knowing what he has to do hits different.
