Starting on Silver Dragons

At high levels, you should always assume that every PC will fail every save they aren't proficient in, so what the hell is a dragon doing with a paralysis AoE big enough to catch the whole party? I can't imagine a single scenario where that ends up being fun for anyone; if any design intent exists at all there to be read, it can only be to communicate to DMs that they shouldn't bother letting their players fight one of these. Anyways, here's my attempt at remedying that:
