In fact, she bet she would win the rock paper scissors. But it was a draw, so she didn't win. If i was Leorio, i would said that she lost the bet because she didn't win. It's not like the rock paper scissors was the actual fight. The examinator said there can't be draws for the fights but the fight is to bet and win in the end taking all the hours from the other side. But in this bet, draw should be ok. So for me she lost her bet there.
