New update tiers

My internet really sucks this days, so take the opportunity to finish with the tiers updates.
There are things I wanted to add, such as streams and speedpaints, but since I can't guarantee any of that until I get a better internet provider (many do not enter my neighborhood)
These updates do not apply to current $ 15 and $ 25 patrons, only new ones. And it will be effective from September.
