It's a fair question, really. It's a fantasy world. There could be intelligent talking skunks even without post-apocalyptic mutation.
Granted, most post-apocalyptic mutations of non-sentient beings I've seen in games haven't been chatty, but some in cartoons have been! I think. Probably. I'm failing at recalling actual post-apocalyptic examples, but there have been ninja turtle examples.

2019-05-20 16:09:04 +0000 UTCI sense she's going to take this more like my ex-wife handled D&D adventures. The DM's mistakes were always giving her opponents she could talk with, and not realizing she was going to spend all free skill points on languages to make the best use of her CHA 18, INT 17.
