One - The NCPD quest that you encountered with all of the goons already dead is something that YOU did a couple episodes ago, you simply didn't finish it because you didn't interact with the Bag.
Two - Everyone in Night City has 2 ports for shards on their Neck, that's why V can still put more even tho she has the Relic.
Three - i recommend you that you continue to just explore the city at your own pace, not only that... but also re-visit places and NPCs you've already interacted with even if they don't have a marker on the map. More often than not you will encounter new and interesting interactions.... and even some secondary missions that you wouldn't have done otherwise.
Also... that song that started to play in the background when Mapo was talking the Fingers guy.... if you know.... you know.

You can actually get the Sandevistan from the show as an operating system in the game, but then you have to swap it out for hacking.

I disagree. I also think he should do it when he feels it's time to. However, on a personal note, I think doing it before the end is quite fun, but that's just me.

Yes As for the rest of the DLC, he can then decide for himself when he plays it

I would agree with your point about starting Phantom Liberty as soon as it becomes available not because of gameplay reasons but just that the beginning of it is perfectly placed in the storyline and delaying it once it becomes available feels kinda wrong and breaks the pacing a bit.

Spoiler: What? The whole relic story is not just an advantage, but makes the gameplay better by far. And the locked fixer cars wouldn't be able to be unlocked for the entire main story.

You can play fine without them, just like all of us did before. It would just make the game a bit easier I guess.

And because of these dialogue options, I suggest that he should for now check out the first mission of liberty to unlock the gameplay advantages.
(Warning spoilers for Mapocolops):
did you forget the relic perks points and the car Gigs?

Not really, there are certain dialogue options and stuff that won't be available in Phantom Liberty if he doesn't proceed much further into the main game.

I would recommend starting the Phantom Liberty DLC As soon as possible for you because of gameplay reasons I don't wanna spoil. At the very least, I would recommend tackling the very first mission of Phantom Liberty, as early as possible. You can't do it yet. But as soon as it's available. My point here is not that I necessarily want to see how you play Liberty , but simply because there are certain reasons in gameplay.

Most of the game is in the sidequests btw. Don't underestimate the quality and amount of side content.
