Character Nominations - What I will and won't do

In terms of character requests, the only restrictions i have in place currently are:
Must have an existing MUGEN version of the Character
Must Be Female, non-futa
Cannot Be Loli
The first two are pretty self explanatory, but the last restriction seems to be something that people have varying views on what is or is not considered 'loli'.
For the sake of nominations, my interpretation of loli is based more on physical appearances, because that is what the law here is based on.
Saying any rendition I make of some anime girl in high school is 18 is easy, so I have leeway with that. For example
<18. But creating an 'of age' rendition of her involves just saying, 'she's 18'.
Conversely the two characters on the right are 100+ years old, but again, as the law here goes off of physical appearance, they are both out. Drawing characters with these proportions feels kinda weird for me as well.
I don't have any problem with doing an of age flatchested girl so long as she doesn't look like a 8 year old like the two above. (Like Erika Furudo from the same series above)
I'm sorry for any confusion on this and I should have elaborated more on the beginning, but hopefully this clears things up a bit
