Shantae Palette for Footee

I have to individually edit 500 sprites to add the palette, because the original uses the same colors for her skin and hair

Scathacha's standing doggy/bj are basically placeholders. I had other versions in progress but lost it due to a desktop crash. ):

I tried to actually test everything before releasing this time so im HOPING every thing is working well now. If you had issues before with Eltnum having three legs the new option.cns and cns9_baomaru should fix that for good. Let me know if you run into any other problems

edit: I was working on some additions to brian and I might have missed commenting some of the new functionality out, so let me know if you see anything weird if you apply the new cns to him.
