Firstly it had to be produced by Black Faction. Secondly it had to match the aesthetic of the Black Faction Uniforms. Thirdly it had to be cheap"
The rationality behind the poor reliability of the rifle is justified by the assistant director
"Operationally it needs a 10% failure rate per unit. Meaning the thresh hold has been lifted from <1% to 10% to allow for faster manufacturing. Steps will be made to rectify faults in production to reduce this, but operationally this is sufficient"
How the reliability is addressed operationally
"If a rotunda is in heavy combat requiring large volumes of fire, chances are elements of the rotunda are being expended. This gives a chance for units in possession of failed equipment to obtain functioning equipment from expended units".
& this is how she justifies units being eliminated due to the poor equipement.
"The girls are there to perform a task, that task is to eliminate other girls who wear red, blue, green or what ever color isn't black. They know full well what they are doing, they understand the risk may be that they themselves are eliminated by the very girls they are trying to eliminate. If the equipment we provide fails, while they are trying to eliminate enemy girls & they are in a position where if this happens they are eliminated then, it is not the fault of black Faction that they were taken out & they should not have put themselves in that position in the first place & lastly they have failed as a Black Faction Combat unit (employee) in their duties to eliminate enemy units by being eliminated themselves".
