The useful tool to obtain it is the Combat Unit.
The business activity between the two main companies (BFC & CPD) result in the mass expenditure of these young women and to a lesser extend Zuvic.
These anarcho Capitalist entities running with no law other than the strongest takes the prize.
However the Azologoth feeds off what it ingests they do igest these said combat units. Especially when a large firefight has ensued around them.
So the economy of any company operating is dependent on the expenditure of their own or enemy units.
A unit as pictured above may be off the street & into training very quickly, still in civilian clothes, they are quickly cycled into a unit if required (the instance above was shortly after the Mallera Deep expedition).
From active wear to Combatant uniform in a matter of minutes, to into the field in operations within hours can put the unit over her head and result in her expending rather quick.
This is no skin off the teeth of Black Faction as with any operation there has to be units there to do the expending.....that is be the expended.
