The original contract stipulated that the Blanks would arrive armed & required only a uniform.
The units were delivered with only a very light suppressed BDR pistol , the cheapest weapon available to STAR from Zuvic.
This resulted in countless Insurance replacement units being expended in rapid succession.
STAR Corps plan was simple, the rate was per unit, so if one was expended the replacement would be a separate payment.
This was quickly renegotiated not because of the human cost, but the financial cost to Black Faction.
