Not so much decentralised command but more or so attempting a market solution to a strategic problem. CPD, KTS and Zuvic could use COM Units to penetrate into Black Faction Territory, reign some destruction on key assets and disappear without the need for transport or support.
COM units or Call out Mercs were seen as a solution in harassing Black Factions Operations without committing large numbers of Units.
Also typically a large force of CPD units generally only has the competence to tackle other large Black Faction forces.
The COM Units were seen as the viable alternative and could be incentivised by elimination bonuses.
The issue was the autonomous operation of COM Units and their sense of self preservation which would see the high value targets avoided
and easy softer targets choses such as patrol groups, with COM units using a Shoot and scoot tactic
because as part of the Sentry Web, the COM Units Know that those patrols cannot break their patrol pattern, and in the absence of a large enemy attacking force they were are easy picking until the support squad arrives.
