they had the desire to expend them prior to contract ending, by way of dangerous missions, but instead chose just to expend them in cold blood.
They would tell them prior "you will be expended here, please take this mission seriously, you are expected to as a combat unit".
When the spread sheet deems you too expensive to keep you die.
