Build a New Combat Unit - Operational Control

We will combine the two capabilities to fill the Gaps with one New unit.
The Operating model is next.
The Operating Model will determine how the units are utilized, by who within the company & for what purposes.
Vanessa will be very interested in this as operation guillotine is her shining jewel.
The operating models are as follows.
Centralized operational control only – Operating from HQ, not attached to any sector or under the command of any Sector Command Unit, they answer only to Vanessa and whoever Vanessa puts in Charge.
Distributed among all Sectors – Operating from all sectors, they will be under the command of sector commanders and answer to their respective sector command
New specialized sector – complete with its own command structure with additional above standard or standard combat units in support- This sector will work very closely with Vanessa.
