Well without Vanessa she could not have survived. She would have faded away into expenditure or remained in the ranks until her contract expired, over a year from now. Caught up in the madness of Shadow Sector or sent cross fragment into oblivion.
Powerful yes. But in the face of in surmounting odds, on suicidal orders, even mighty Phaedra would have fallen.
What is it? When Vanessa looks at her now, picturing her masked up in Standard Uniform, receiving rounds to her body, grunting and collapsing. What was it Vanessa wanted her experience if not that. She doesnt look at anyone like that.
Could Vanessa have survived without her?
Turns out no.
Could they both have survived without Lani Either? No
So what is it that but a Triad?
a holy trinity?

May Phaedra remain as long as possible within the Neon Dark universe ! But if ever she was to leave at some point, I would suggest that her character go down in an ambush, some kind of treacherous plot hatched by all those who rightly hold some grudge against her, a bit akin Sonny's demise in The Godfather... Caught in a crossfire, peppered by bullets, staggering under impacts, she would still try to return fire before finally falling down, and being finished off at close range,,, But in the meantime, long live Phaedra !
