The private supplier doesnt care for the unit, they get a fee per hour per boot pair on the ground. Doesnt matter who fills it. If they get taken out, they send another as fast as possible to replace.
How many do they have? Its unknown, but it could be in the thousands.
It is known that they are used for completely throw away purposes.
