Caterina is not silly.
Any Job with ORC combat units, they need to be trained, housed, fed, you cant just pay them for one days work. Sure the day rate is lower, 3000CR, but they were sitting around for 100 days beforehand doing nothing but patrolling
Low risk jobwith tempex, 15,000CR, one days work.Job Finished, units leave.
High risk Job, 25-30,000CR.....there are always plenty to take it, who are willing to risk it or are in denial that they can be expended.
Best of both situations, Caterina doesnt pay when they are expended.
