current rate of expenditure is 4/5.
Which is insane, but the replacement rate is 1.2 to 1, so every 5 lost they gain 6 back
This is happening because the objective calculations run off defeating key infrastructure with just enough units then hijack the command system there and absorb the standard combat units.
