These areas became of interest to the Mistress for various reasons.
The trade in Spice, weapons and unregistered (untaxed) Neon Dark shipments were the primary drivers in sending occupation forces to those areas.
Typically Marauders, criminals and pirates controlled those areas however many Black Faction aligned independent contractors conduct business there.
The initial incursion in was a large show of force with multiple caches of Standard Combat Units delivered to drive out the Marauders, criminals and pirates.
With very little resistance the areas became controlled by Black Faction and fell under the Mistresses Charter.
A set of rules that people within those areas fall under.
Neon Dark is taxed at greater than 40% leaving that area, with other basic services seeing taxes similar depending on the nature of the work.
Anything CPD, V-Corp or Zuvic is strictly not allowed.
The Units who enforce the Charter are the Standard Patrol Units.
It would be kind to call them thugs.
They are despised by everyone there.
They are on a pure power trip everywhere they go.
They are permitted to act on suspicion. However they are discouraged from eliminating anyone as it deducts from the revenue pool.
The financial structure of the area under the charter forces some working there into debt.
They shake down debtors frequently.
Mallera-9 can be a very bad place.
