Units expended in the outer are often recovered and processed as part of normal procedures.

Part of the reasoning is cost recovery. While the unit may be expended and disposed into Liquid Earth or Azologoth the equipment has utility and can be recycled into service with fresh units.

The main reasoning in the outer is capability denial to Marauders.

Marauders often harvest equipment from downed units, including ammo, weapons, boots, webbing and other items.

It doesn't necessarily remove the capability of the Marauders to conduct their raids, but it does increase the tasking involved for them to acquire the means to carry out such activities.

After recovery the units are stripped of recoverable items which are crated up and shipped back.

The units are then fed into an Azologoth or a liquid earth patch.

The only items left are the bodysuit & mask.

Specific to the Mistress's desire to have them remain the property of Black Faction always, they must be wrapped in her cloth.
