Put simply they ensure that the element flows from the territory they control and into the market.
Incentives for Neon Dark extraction are lucrative.
Very Lucrative.
The instances where junctions, facilities and other locations are captured aggressively are almost always at the behest of site managers. Unless there are budding commanders playing one step ahead.
The cost in expended units is never considered by site managers, only the profit and their incentive bonus.
Every decision they make expends units in one way or another.
