Destroyer God explained: beerus told vegeta he was so strong he mightve been a destroyer God for another universe but not his implying beerus is probbaly the strongest God of destruction. Being a God of destruction doesn't necessarily mean the strongest in the universe but you get the ability to control hakai energy. Hakai takes time to charge. Toppo takes a while to charge his vs more experienced gods so toppo would lose probbaly to others. Toppo would probably kill eveyone or most people in the tournament but since rules dont allow killimg he cant. keep that in mind. But mostly it's the fact you have to choose to agree to become a destroyer God. Jiren did not accept so the angel had no choice but the ask the 2nd strongest in jirens universe

Toppos power is less than a god of destruction as he is not one yet but getting there, however Jiren was stated to be even stronger than Belmod, Jiren is still on another level compared to Toppo, Jiren has just been having fun he still is not trying at all which is clearly shown

Actually Toppo only scratched the surface of Hakai power. Imagine how terryfingly strong Beerus must be who has mastered it's power for millions of year and is probably on a league of his own as a destroyer.
