It's a way to guarantee their loyalty, as they can't possibly leave descendants behind and are therefore less likely to pursue power since it can't be passed on. What you were remembering is that Jinshi takes some sort of medicine that suppresses his desires and growth. It's heavily implied he isn't actually a eunuch and is just faking it for some reason. We never get told what exactly the medicine is, but it's most likely something to suppress testosterone. Although we were told that taking it too much could actually leave him impotent. So he still has everything intact, but is just taking some sort of medicine to hide that fact and appear more like an actual eunuch.
