Much of the population of the Commonwealth has been there the entire time and hasn't even seen a real Walker before. They also mentioned that the Commonwealth is over 50,000 strong so to me, it makes sense that they live life the way they do. The psychological effect of acting like the apocalypse isn't going on outside for the general person is likely very effective at keeping the peace and having a population that feels happy and secure. Similarly to why they use the US Dollar as the currency.
