I absolutely adore Frederika as a character. She's a child, and we can see her immaturity and her nature through her actions. But because of her power to see the past of others, she has technically experienced more than any of the other characters have in their whole lifetimes, leading to her bouts of sudden maturity and philosophy. It's such a unique character Asato has written, and will always be one of my favourites.

It was more taking responsibility as a member of the royal family with " the one who ordered the legion to invade" refering to the Giad Empire, not herself as a person.

You've seen it plenty of times in flashbacks or the dream sequence when Rei turns into a knight. Fredrica is actually that young, that's why Radien said, "how older were you ten sears ago". Of course, if you're brought up as royalty, you'll learn mannerisms and talk more maturely than other kids your age. That being said, you can kind of infer that if she's a young empress with not much authority over her empire, military adults would take advantage of her and sign off on the creation and usage of the Legion in her name. also clarification on her powers, it's once she's met the person, she can view their past and present. Since she hadn't met Shin before they were welcomed to Ernst's home, she couldn't have known they were near their borders. She does comment that Shin saved his brother and in turn, saved him back, so that's another confirmation that Rei did save them and brought them near the border.

The old Giad Empire was, but the Federacy was against the war and won the civil war against the Empire, so, both the Federacy and the Republic are just enemies of the Legion, not of each other.

When she said “I’m the last empress of the Giad empire, who ordered the legion to invade” she meant the empire did, not her. Probably her parents gave the order. She is around 10 years old, I don’t remember exactly, that’s why Raiden said “and how old were you 10 years ago?” He meant it like “don’t try to take the blame for that, we are not idiots, we are not gonna hate you just for where you were born”

My guess, is she was a child empress at the time, so people did these horrible things 'in her name', like the nobility and whoever was acting reagent. So she just feels responsible for their actions, even though she would have been so young she'd just have been playing with teddy bears and dolls at that point.
