I am not going to dispute that it might be Lady Loulan... personally though, im still in the camp of that Shisui is a closely related spy. Maybe a sister or cousin who is acting as a spy for her by being a servant girl. I think the reason she seems to "dip" after Lady Lishu appears is because she might *actually* be a Lady-in-Waiting for Loulan (which, notably, we never get a good look at any of the Lady-in-Waiting's for her except what is pressumably her head one.) and thus might be recognizable to one of the other head Concubines and/or head Lady-in-Waitings. That's just my take though, personally. It could be either at this point. As for why, I think her goal is getting info on Jinshi but is doing that by spying on Maomao who is, by this point, very well known for being basically his go-to servant for literally anything. What better way to spy on Maomao then by being friendly with her?
