To be fair this season is super confusing. It has so many twists and turns, callbacks, and slang that means opposite things to two different groups. While I love the season, I had to rewatch it multiple times to fully understand everything. It's almost too complicated. :)

You guys miss/forget/confuse so many things lol. They said that whatever race created the War World went extinct, then Mongul found the key and restarted it after he lost out to another dictator on his planet, now he's going to take over the galaxy to then return and take over his homeworld. So no, not the last of his race according to what was told.

The reach wouldn't be interested in Superboy because they are looking to weaponize the human meta-gene, which Superboy does not have. A little short sighted of them, but that's bugs for you. Also, breathers are needed in space by the Justice Leaguers because their communication device is not telepathic, and nobody can hear you scream in space because there's no medium to produce the sound waves for the device to pick up.
