It is very clear that they will, and I am disappointed. Sara deserves better. I miss her and Snart's flirtation from Season 1.

2017-10-20 03:45:25 +0000 UTCI was actually surprised they didn't hook up this episode. When Sharp had Sara pinned against the wall I fully expected Sara to kiss her, if only to catch her off guard and get unpinned. At the very least, I see them becoming friends by the end of the season.

I really don't think the actress is doing a good job in the role & I'm not getting any chemistry from them. And Sara usually has chemistry with almost everyone! Maybe the relationship will grow on me, but for now it's pretty ~meh.
