The equality is about making the whole empire be fine rather than have Great city like while others are starving kie Boelin's Grandmother. Suu was fine with being like Wakanda and let the the rest of the kingdom in chaos and misery as long as her city is ok. Kuvira wanted to put order in the whole kingdom. Of course she is non-elected leader just like Boomi, Zuko and pretty much everyone in this world. But she earned it from dealing with Earth kingdom problem rather than family connection.
And she consider Korra weak becasue the reseon she had to step up was because Korra was to weak to be able to help.

I don't think Kuvira needed any spies to know how weak the Avatar is. When Korra first approached her, she demonstrated it, she didn't come from a position of power at all, her broken spirit was evident. When Roku blew up the Fire Nation Palast or Kyoshi split the Island, that's how it's supposed to look like when the Avatar is making demands. Not only the level of power on display provided by the Avatar state, but more so the will to use it decisively and without compromise. You can see that in people and in martial arts that is everything, a prodigy like Kuvira had any reason to be confident after she saw it. That's just like, my opinion, man. Also did I mention that I'm a Kuvira supporter? :) She has my vote for sure!
