Dolores probably took the cores out and is planning on feeding them to the humans who think they're just regular cupcakes. Then those hosts can pull a DeVoe and take over the human body and voilà she can take over the world and make humans the new hosts. Boom.

2018-05-26 16:29:13 +0000 UTCThey have bombs in their bodies to be unable to escape. A part of them put their core in bodies without bombs. The virgin hosts are copies of their original bodies mixed with the ones that didn't escape.

You now have 1/3 the host population that could be disguised as humans, QA, and most likely Teddy's core was put inside of a Bernard body. Thus "I killed them" when showing us his body. Then "Bernard" looking at Teddy's body through the glass. Just like when the employee showed him on the future ipad.
