It's set in Birmingham, England's 'second city' - which back them was a centre of light engineering and manufacturing - motorbikes, bicycles, small-arms (all made by the BSA Co.) and jewellery, etc. Heath might be referring to 'Small Heath', which is a suburb of 'Brum. The Shelby's are probably of Irish ancestry, given they seem to be Catholic. Also, it's set immediately after WW1 - in 1919.
