I just read a comic where 10, 11, &12 met up and those reapers showed up, so they haven't forgotten about them, I guess they just can't afford to put them in the show.

The reapers appeared because the two doctors and two Roses solidified that moment as a fixed point in time, a moment that can never be changed. Had the first rose saved pete, it would have been fine. So we are dealing not only with a fixed point in time, but an artificially created fixed point. It's not that we never see the time reapers again, it's that we have never been in that exact scenario since then.

Time reapers only appear when multiple paradoxes happen at one particular place eg rose saves her dad, so then there is a chance she never meets the doctor plus past rose sees herself as well which creates two paradoxes at one point and a third paradox occurs as if her dad never died she never needed to go save her dad so the reapers appear to reverse the paradox as if it was allowed to continue time would crack

The whole reason the time reapers appeared to begin with was that not only did Rose save her dad, but she saved her dad in front of a past version of herself and the Doctor who never witnessed it to begin with. It's not just a normal time paradox that causes them to occur. Why does no one get this?
