I feel he knows But doesn't care, The attack from Russian Supergirl gives him a perfect reason to go full force on taking down our Supergirl, so he's focusing on taking her down while the entire country is against her, then he'll deal with the actual attacker afterwards.

I doubt that he knows, when we first learned of Ben Lockwoods Origin he was shown to be a good person who even stood up for aliens, it was only due to some unfortunate events that made his hatred for aliens grow, I think it would be fun to see that good persona come back in some way shape or form when/if he finds out that it wasn't OG supergirl

No, I don't believe he knows. More importantly, I don't think he cares. To him, all aliens are the same. He wants to get rid of all of them whether good or bad. He was going after Supergirl even before she was framed.
