I believe his ORIGINAL intention was to give it to his son. Make them both super powered so nothing can harm his family again. After what happened between him and his son, I think he will now take a double dose. Likely in a fight against Supergirl or Red Daughter. The second dose will affect him even worse and turn him into something monstrous.

I'm sure he was intending on giving it George, but now that George has walked away from him I think he'll give it to his Children of Liberty to create a superpowered alien hunting force.

I can't see him thinking of giving it to anyone else apart from himself. Make himself stronger. But it'll bite him in the ass because they're not proper doses, they're the prototypes. They're not refined, so it'll be unlikely that he won't suffer any side effects and they will be his undoing.

I hate that trope of someone trying to tell a secret, only to have them back out because they’ve been hurt by lies so she doesn’t tell that she’s Supergirl. I get why they did it. Although I am glad Kara will tell her after Lex is arrested. Hopefully before Lex tells her himself.

The vials that Lockwood took from Lena's lab at the DEO were early versions of the serum that Lena refined before giving it to James. Brainy said this as well. So, Lockwood might end up giving them to his Liberty people, and it will bestow temporary powers, but end up killing them. Remember her test subject? She gave him the very first iteration of the serum, and he gained powers for 3 minutes, and then died. So, these are somewhere between that, and the version that was given to James. They'll get powers, temporarily, and then end up dying. It will take longer.

He already took it himself. We saw him take it. George is done with him so that is not an option. We haven’t seen that it could resurrect the dead. Just save someone near death. If he does anything with the remaining serum he will give it to his Children of Liberty. But again. He already took the serum. That eliminates him from being an option.
