Yes, I had your exact interpretation initially. But upon watching it multiple times, the nuances and scenes I saw and words spoken, they started to get a different meaning. Garp didn't intervene until the end because he knew he would not be able to, not just because of Luffy, but also because he knew what would happen to Ace. He knew from the start he could not fight at full power during this war. And he only decided to step in when he saw a danger for Luffy, because if he had not stepped in himself, someone else like Akainu, Borsalino or Sengoku would have. At least, that's how I see it now.

Your interpretation gives me a whole new perspective, and it’s really intriguing! My take on this scene is that Grap is a man with a strong sense of justice and responsibility, but in the final moment, he was beaten down by his emotions and love for his grandsons. The internal turmoil and conflicts make Grap's character feel so authentic and interesting.

Also, I just wanted to point out that, up to this moment, we have never really understood how Luffy was so good at fighting. In the first ever episode, we are just introduced to a 17 year old kid, that is good at fighting for no apparent reason. Those scenes, training with Garp, finally explain a lot of that. In the end, Garp is a hero of the marines, who is at a power level of an admiral if not more. But as we know, he never accepted the promotions they kept giving him.

At the time I watched this for the first time, I really hated Garp for trying to stop Luffy. But when Garp let Luffy hit him, I knew he went there to avoid anyone else get in the way, which would have been so much worse! Plus, he would save face with the Marines. Although it was obvious to anyone who knew his true power, that he didn't put an inch of effort into actually stopping his grandson. But family comes first!
