Looking at him charitably, Cap is exhibiting the all to common human trait if either being confused about what he wants and ending up being a jerk or trying to have it all damn the consequences. Which is what I love about the direction of Evil Inc. The "bad guys" can be noble. The heros are flawed. Great characters behaving in a manner I can relate to
