That "well done" from Yashamaru means more like "as expected" with a praising note than literarry "well done". It's something subtle, but it makes a bit of a difference. Also yes, it has been established a wile ago that Gaara's(and Kankuuro's and Temari's) dad is the actual Kazekage and he is the red haired dude on the street indeed. As you guessed, Orochimaru was only impersonating the Kazekage in the prezent. And the tatoo/scar on his forehead was explained by the previous comment. That was actually his first bleeding wound, self inflicted.
