There were a lot of situaitions where Neji count birds. As you know birds are one of the symbols of freedom. Showing free birds if reffering to change in Neji' s spirit and believing that he can decide about bhis destiny.

And while in the middle of the Rotation technoque that dirn't really count, it blocked everyting ina sphere, but with limited radius. The 360 field of view with a blind spot applies when sitting stil or walking or stuff, without adding itger techniqhes. He cou tered the blind spot with a sphere of chackra to sense when something approaches, but at limited distance and limited time for reaction
