And the full potion can restore limbs, which the high potion could not..... Blumund is the country closest to Tempest. And of course people spy on their neighboring countries. It is reasonable to try to figure out whether an unknown country of monsters slowly growing nearby basically in secret is a threat to them. Falmuth, another country a bit further away is now starting to become aware something might be happening in the Forest, is starting to take notice, too. The last few episodes we have seen some Demon Lords notice too. The Jura Forest was hard to travel in when Veldora is there, but the human nations didn't wake up one morning knowing about Rimuru. It is taking a while for word to spread about them. The Western Nations are all human nations, and there is also a human nation in the east that trades, but it is quite secretive, and it is seen as militaristic. By the way, you mentioned Veldora an episode or so ago; sadly, Veldora is still sealed because Great Sage still hasn't been able analyze the seal yet.
