Clayman is an "official" Demon Lord. But Demon Lord can refer to anyone who is a Demon Lord Seed (unawakened) and/or a True Demon Lord (awakened) and/or holding the title Demon Lord by consent of the others. The first two are evolutions. The last one is not.

There was a scene later with Rimuru sitting in a bar with Mjollmile complaining that the king had forced more concessions than he would have liked. There was a flashback of the scene when they signed the treaty. It was just after that when Mjollmile pointed out a country could attack Tempest. Blumund is the closest human nation to Tempest. It is also surrounded by Falmuth, Dwargon, and Engrassia. The first people to investigate what was going on in the Forest were Eren and group, on the orders of Fuze, the local Guild master, at the request of a noble. Veldora's disappearance was expected to both cause the monsters to change their behavior, and several times it was mentioned that Veldora's absence might lead the Eastern Empire, on the other side of the Forest, to take advantage of it and try to invade the West. The only things we know about the Empire is that, the West is worried about them, and they conduct trade.

2024-06-10 14:54:26 +0000 UTCDemon Lord is an official title as well as an evolution. The "official" Demon Lords all have the title. But they aren't necessarily a Demon Lord because of an evolution. The common denominator is the group accepts them as one. Announcing to the world that they are a Demon Lord amounts to a challenge to the official ones because they won't allow unofficial ones to go around saying that they are using the title. The reason why Rimuru met Ramiris is because Mjollmile, the merchant, had an employee who knew where the Dwelling of Spirits was...... The civil war is expected to involve only nobles but not the common people.
