Garp knows how dangerous the Grand Line is. He feels Luffy is not ready to fight the enemies he will encounter. That's why he tried to dissuade him. He feels he won't be able to protect him once he goes to the GL and once the marines issue his wanted poster. He said "you are on your own", because he is a marine and he must do his job, no matter what. The chase was to scare him off, but it didn't work, so he let him go.
