What makes the shadow clone so special is that it requires a lot of chakra and usually people can make like 2-3 max, making more would be dangerous to the user. I think Kakashi can make like 7-8 max and he is an elite ninja. Naruto is special because of the absurd number of shadow clones he can make.

2025-01-20 21:57:34 +0000 UTCOh man the pacing is so terrible these first few arcs. Yeah, Shadow clones is kinda special because it consumes a lot of chakra. Actually it evenly distributes all the chakra of the ninja between himself and the clonse(i.e. 1 clone is 50/50, 3 clones 1/3 of chakra, 100 clonse, everyone gets 1%). So it's dangerous for the user, that is why it is a forbidden jutsu. The usual run of the mill ninja might die using this jutsu risking to waste all his chakra. Top tier shinobi can still use it for a few clones, but they might avoid this for not wasting chakra. Elemental clones are different and require less chakra. That's why it is such a wow moment when Naruto makes hundreds or thousends of them, because he has huge amouts of chakra, largely thanks to the 9 Tails
