Yeah, remember Itachi and Kisame only needed to delay or stop the two leaf teams using "that jutsu" and One of the phantom looking guys mentiond he will need about 30% of their chakra. So basicly both Itachi and Kisame are still doing the resealing Jutsu on Gaara with everybody else, but someone made some kind of clone of them using part of their Chakra and another ninja as a base. And this is why Itachi also said he can't use Mangekyou, since it eas not a full power version of himself. Also my comment on the previous video might answer a few of your unclear parts as well
