idk if you've caught onto it or not but since sasori's introduction he's been saying he hates to wait and he hates to make people wait even more. the reason revealed in this ep was that chiyo made him wait for his parents that were never going to come. he wanted to become a puppet to escape these emotions, he even says to sakura that he doesnt feel anything yet even after all that it seems like he gave up and just wanted to end everything so he hesitated at the end and left himself open for an attack. as for chiyo she created that jutsu in hopes to bring one of the parent puppets into life, but i dont know why she couldnt in the end 🤔 maybe she didnt finish that jutsu until sasori had already left who knows but yeah their story was a tragic one
