actually in previous episodes you saw how smoker got a call from the higher ups where instead of the truth about crocodile being beaten by luffy its said to be the navy who did it. thats why luffy's bounty increased but nothing was heard about him in papers

For example Luffy beating Crocodile is a very big achievement, especially for a nobody like him. Also you will see and understand later on, but information is controlled and not all informations get spread.
