So... Sai can't really have a reputation. being with the Anbu Black Ops, and more specifically with the Foundation... he basicly "doesen't exist" for most of the village. They only operate in secret. The old geezers we've seen back after 3rd Hokage died. They wanted Jiraiya as hokage and then were convinced by him to go with Tsunade.
