His ability is desire, he can draw out peoples desires. Lucifer never lies, not that he can make others tell the truth. Say for example, if someone killed someone on accident, Lucifer couldn't find that desire to kill with his power. However, he could try to find out what they desire, which might be helpful like if they desired forgiveness or something like that. But they can still lie about the specifics or even refuse to share the desire, like how Dr.Linda was able to push against it for a while.
