Because physically it isn't... there are lots of instances as well where Rudy acts like an absolute kid such as not being able to consider the consequences of his actions which he should definitely be able to do as an adult... his memories are useful for him to speed up his absorption of knowledge in this world and realize what he should focus on to grow up faster and do the things he wants that he couldn't in his previous life
