Thought I'd share how I work (sort of)
the first step is the sketch. That's when I work on the anatomy stuff.
the second step is when I clean the sketch and throw some quick colors - to see how it will look
the third step is lining and throwing base colors.
the fourth step can be seen on the x-ray shot...
